Account. I have, therefore, the honour to request your authori-

-ty both for constructing the line and for the proposed method

of financing it. In anticipation of your approval, I have

instructed Mr. Lindsey to proceed at once with the plate-laying

along that part of the road which has been already completed.

It is important to push on the work while this Government still

possesses the services of Mr. Lindsey and of a Staff trained

by the construction of the main-line.

Since the above paragraphs of this

Despatch were written in February last, work has temporarily

been suspended owing to certain difficulties of gradient and

alignment at the Au Ha Gap, but a solution of these difficulti-

-es is now in sight and will not, I anticipate, cause any

excess over the original estimates.
